In recent years,compulsory education in our country has been developed from quantity expansion phase to phase ofquality ascension,students,parents and various circles of society also put forward higher requirements for teachers’ quality.As the subject of teachers on the compulsory cycle,the construction of rural teaching team has become an important education theme and it is very important for promoting balanced development of compulsory education.However,the development of rural education is largely hampered,because there is a certain proportion of incompetent teachers,and the mechanism of evaluation and exit is still imperfect.Thus,in order to improve primary education well,we should build efficient mechanism of evaluation and exit.This paper is divided into four parts except introduction.In the first part,the author introduces the research design.About the research methods,the article mainly uses literature method,questionnaire method and interview method.This paper used questionnaire and interview,aiming at headmaster,which are attained from a survey of Research Institute of Rural Education,Northeast,Normal University.The samples are selected by clustering analysis.Name of these samples is anonymous with lode.In the second part,the author learns about the current situation of the incompetent teachers’ assessment and evaluation in these schools,by using the questionnaire data and interview data,and the outcome is showed in figure.The survey includes the standards of teacher’s assessment and evaluation,the system of assessment and evaluation(evaluating subject,frequency,content and apply of result),condition of incompetent teachers(proportion of incompetent,incompetent content and handle of incompetent teachers)and difficulties when local government dismiss these incompetent teachers.In the third part,the author analysis our relevant education policy and experience of evaluation and dismissal of incompetent teachers in American,and then mainly sets forth problems on the assessment and evaluation of incompetent teachers.In the forth part,the author proposes pointed and feasible suggestions based on the problems exiting in incompetent teachers’ evaluation and exit,including setting evaluation and quit standards which can screen out incompetent teachers,improving the system of incompetent teachers’ evaluation,scientifically using results of incompetent teachers’ evaluation.
