Lifelong education, lifelong learning and approaching learning community have become the leading trend of thought in education, also the direction of China's educational reform. Since 1970. " The law for education of PR China" clearly defines, "The lifelong Educational system will be establish and improved" To implement the scheme, community education should be its essential pan. Simultaneously, the construction of learning society should depend on learning communities its firn basis. China has made considerable progress in community education as the result of lifelong educations being accepted by people and the faster pace of constructing lifelong educational system. The establishment of learning community has become a sort of new trend in some developed areas. As a newly emerging thing, it is necessary to sum up the practical experience of different areas, which produces theory. The thesis is trying to understand the source of Shanghai's learning community, the intension, characteristics, function and the trend in Shanghai as well as abroad. Also the thesis focuses on the future aim, structure, pursuing tactics, and management process. Thus, it can provide some reference for the development of community education in our country.Chapter one in the thesis advances the source of research work on learning community .In theory, the source should be the product of the thought of lifelong education, lifelong learning ,learning society and learning organization when they developed at a certain stage. In practice, it's the product of development of current social economy and current community.Chapter Two is the exposition of some basic theoretical problems. It inquires into the concents of community, community education and learning community, describes and analyze the characteristics, function and the breakthrough compared with traditional education.Chapter Three takes up the background in which China established learning community and the conditions needed in constructing learning community in Shanghai.Community education is the basis and joint in the process of forming. Hence, it is essential to update the development process in Shanghai. Also, the thesis presents the current situation, characteristics and the latest headways which were acquired in Shanghai .The thesis describes the nowadays situation in Weifang neighborhood. Pudong District, Shanghai and Tianmu neighborhood west Zhabei District, Shanghai as examples in order to provide other areas enlightenment.Chapter Four introduces the situation abroad and Taiwan province about the construction of learning community in hope to supply some enlightenment as well.Chapter five focuses on the basic pattern and pursuing tactics on Shanghai's constructing learning community. Section One plans the recent and future programme to Shanghai's learning community. Section Two supposes the pattern and formation of learning community. Section three raises six pieces of tactics on constructing learning community. Last but not the least, the thesis states the certain conditions by discussing the instruction system, construction of related internet construction, the training system teachers resource, fund donation and evaluation as well as praise.
