In2006, ministry of Finance and Education issued a notice about ruralcompulsory education to ensure funds investment strengthen financial budgetmanagement (Finance teaching [2006] No.3). The paper clearly pointed out that in thesystem of rural compulsory education country authorities play the principal role andThe compulsory school’s public expenditure controlled by the education bureau. Sothis propose a new research subject to educational circles that how to objectiveevaluation the Compulsory School’s Public Expenditure Controlled by the EducationBureau in the Underdevelopment Rural Area, Analysis it during operation, findexisting problems and corresponding solutions. To this, in recent years more and morescholars pay close attention to this problem, also made some achievementsHowever, the existing limitations of the study are also very clear, mainly be seeneither simple introduce content of the management model of the compulsory school’spublic expenditure controlled by the education bureau, or just expound the positivefunction of that model, until now, there were no scholars deep inside the school,research and analysis it during operation and find existing problems of that model.Besides, we know that China’s economic and social development level of the regionaldifferences are significant, it will inevitably lead to the Management Model of TheCompulsory School’s Public Expenditure Controlled by the Education Bureau havedifferent performance and problem in different area, so during the research we needwith an eye to the regional difference, this is also a drawback of the existing research.According to this, the thesis take Jiangxi Province as example, use field studies(include qualitative and quantitative survey), have depth investigation and analysisabout the drawbacks and reasons of the Management Model of The CompulsorySchool’s Public Expenditure Controlled by the Education Bureau in the province,present some optimize countermeasures in purposeful.The paper include five parts, first, the Introduction, briefly explain thebackground and reasons, raising the problem and the research situations. Second part,systematically expounds a concept of the Management Model of The CompulsorySchool’s Public Expenditure Controlled by the Education Bureau, its historybackground and effect. The third part, the author had questionnaire some headmasters of underdevelopment area in north Jiangxi province, based upon the questionnaire,select3headmasters of the primary and secondary school to have depth interview, getluxuriant first-hand interview materials, it lay the root for larger scale questionnaireand survey. While in quantitative research aspect, with the help of supervisor, theauthor select55patriarch who were rural middle and primary school principal andtheir children were undergraduates as the special interviewer of the questionnaire,53questionnaire survey statistics were cames from it. According all of the qualitative andquantitative survey data, the article from three aspect,“financial control (it self)”, theinfluence of daily teaching, the influence of school-running characteristic, analysisdrawbacks of the Management Model of The Compulsory School’s PublicExpenditure Controlled by the Education Bureau in Rural Area. The forth part iscontinues with the third part, reference the Principal-Agent Theory in westernmainstream economics, analysis the reason of drawbacks on the management modelof the Compulsory School’s Public Expenditure Controlled by the Education Bureauin the underdevelopment Rural Area. The fifth part is aim at Flaws in the aboveinterpretation and reasons, divided three aspect to put forward the correspondingsolutions.The core conclusion of the thesis is:the investment of compulsory education inrural areas is not enough, led to public expenditure afford encourage teaching,improve teachers’ welfare which it wasn’t meant to be, the result is it deviated andconflict with the national policy’s office function, finally, that model’s performancebecomes weakening, what’s more the negative effect spread to daily teaching andschool-running characteristic etc. To eliminate the negative effect, perfect the relevantmanagement and supervision system in a short time is just manage of the symptoms,expanding investment in compulsory education in rural areas, improve the salary ofrural teachers is the permanent policy.
