A Study On The Transferred-Payment System Of Compulsory Education Finance

The transferred-payment system of compulsory education finance is an auxiliary one that improves the deployment of the compulsory education resources. From the perspective of the realization of the balance development of the compulsory education in our country, this thesis is to carry out a theoretical analysis in the objectives, the main parts, functions, principles, and recipients of the transferred-payment of compulsory education finance, and construct a complete frame of the transferred-payment system of compulsory education finance. On this basis, it further deduces the indicator of attention degree from the government, and most important of all, designs the transferred-payment mode of compulsory education, and proposes three transferred-payment patterns as the following: the balancing one, the complimentary one, and the over-allocation encouraging one. It also produces the computing formula of the amount and scale of the transferred-payment. The objective of this thesis is, theoretically and practically, to establish a fair, reasonable, and safeguarding resources compensation system in compulsory education.
