Questionnaires, BEI technology and multiple statistic method are used to explore the competence of secondary school head teacher empirically. The required competences of Secondary school head teachers in china are identified. Furthermore, the report evaluates the competence of secondary head teacher in Taiyuan.This research includes two parts. In the first research, Secondary school students and their parents are asked to answer open ended question, Behavioral Event Interview is employed to head teachers, who include superior head teachers and ordinary head teachers. From these work, competences items are collected. Then secondary school head teacher are surveys using the inventories. By statistic method, the report finically decides the competence items, which are factor analyzed into 12 factors and further combined into 4 categories. Education ability category include knowledge structure instruction ability, cultivate ability, psychology tutoring ability and class management skill; aptitude category include education concept, professional ethics, emotion; psychological traits category include self supervise ability, interpersonal association. Motive categories include achievement motive and job quality consciousness.In the second research, the competences of the secondary school head teacher in Taiyuan are assessed by the questionnaires. The research rinding is: the competences of the secondary school head teachers in Taiyuan are good. Among the 12competence, professional ethics and instruction ability are best, psychology tutoring ability and cultivate ability are worst .It is found in the result of difference analysis that when selecting and training secondary school head teacher , we should notice some special field.The research explores the way to establish the professional assessment system on secondary school head teacher. The research findings provide the more objective and overall standard for competence system. We can evaluate the effect of training by the secondary school head scale .The result of the second research gave some advice in the Taiyuan's secondary school head teachers' work.
