The head teachers play an important role in secondary school, the teacher not only plays the role of teachers that spread knowledge, but also is the organizer and the manager in class. He must to coordinate the relationship between the school, parents and teachers and other social roles. The work quality is good or bad is important to the growth of high school students and to the promotion of education quality. Research on teacher competency can make the head teacher to recognize the advantages and disadvantages of their own and then improved. It also can make better use of training to promote teacher’s growth and development. At last it can enhance the teacher’s enthusiasm by fair and reasonable incentives.This study investigated 183 head teachers of 9 middle schools in the Conghua District of Guangzhou City by the literature analysis method and questionnaire survey method. First we research the constitute elements of the head teacher’s competency on the middle school. Then we use the questionnaire to investigated present situation on teacher competency level in this area. Finally we put forward the promotion strategy to enhance the head teacher’s competency. The main conclusion as following:(1) The head teacher’s competency consists of 12 elements, namely, interpersonal skills, self- consciousness, students’ beliefs, affinity, class management, problem solving, knowledge, achievement motivation, equality motivation, enthusiasm, teaching skills and the justice.(2) The head teacher’s competency level is high in Conghua District of Guangzhou, but in the three elements of interpersonal skills, class management and knowledge needs to further improve.(3) We can enhance the competence of secondary school head teacher through the selection, the evaluation and assessment and training. The training to enhance knowledge, skill is better, and the evaluation and assessment is better to motivation and attitude.
