Teacher is the most precious resource of colleges and universities. To explore teacher's potential, motivate teacher's initiative and creativity, realize reasonable disposition of teachers are the goals to be achieved in the personnel system reform in colleges and universities. Teacher employment system is an energetic and flexible personnel system, which aims at fully utilization and making reasonable disposition of teacher's talented resource, thus improve the standard and benefit of running school.Teacher employment system is also the key of personnel system reform in colleges and universities. At present, many colleges and universities have tried out this system. In the course, they have got certain experience. However, facing with the deep-rooted personnel system formulated in the planned economy, the implement of teacher employment system hard to avoid some hindrance. To make it run smoothly, we need a systematic guidance both in theory and operation.On the base of case analyses, this thesis has found out the problems and difficulties in operating teacher employment system. Through the research of internal operating system of teacher employment system, it tries to constitute a systematic and operateable teacher employment system, which includes positions offering, contract managing, routine check-up, salary distribution, properly settling down surplus teaches and law regulation of employment. The thesis also proposed some advice for Wuhan University of Science and Technology in implement teacher employment system. The author hoped that the thesis would offer some help to the on-gonging teacher employment system.
