The most important resource in the 21st century is human resource, and its biggest competition is the competition of able people. The biggest competitive advantage belongs to the ones who possess the most excellent talents. As everyone knows, colleges and universities are the focus places where able gifts are assembled and trained, and teachers on these campuses are the human resources of these focus places, and also they are the creators of regenerated talent resources. Nowadays, both the country and the campuses are strengthened by talents, so how to introduce excellent talents and avoid the loss of teachers is one practical issue that every college or university has to solve. Can the personnel system in colleges and universities adjust to the needs of current social and economic development, and moreover to the needs of higher education development itself? This problem is not only directly connected to the cultivation of talents and the innovation of knowledge, but also more related to the success of our country's modernization.The reform of personnel affairs system is a critical role in colleges and universities administrative work. Whether the management level or working efficiency good or not, it will influence the exploration of human resource directly, and throw an impact on service quality of the higher education possessing for the construction of the socialist economy. The reform of personnel affairs system satisfies the needs for the Spirit of 16th National Congress of Communist Party of China, for socialist economic market development, for furthering the reform of higher education, for inner development of universities objectively.
