Funds insufficiency in higher education is the severe problem for higher education institutes in china. If we go back to the history of higher education investment policy, insufficiency mainly is the shortage of public funds. It is doubt that the importance of public investment in higher education is always emphasized on documents, governmental official addresses and academic performance. In the meanwhile, it is always protected by legislation. What is the result? The accomplishment about "two proportion" and "three increase" is unpleased. Government Appropriation for education accounted for 3.41% of GDP in 2002. It is the highest level since the index was monitored in 1989.However, There still exists a distance from 4 %.Why our government cannot really perform its duty? Why there is not any effective law? These questions lead me to conduct this extensive research.The thesis is done in the social transition background. The implementation system of higher education investment policy is the object of my research. The method of systematic analysis is employed in the thesis. Research results are the following:There are stages in the development of Higher education investment policy. Four problems are resolved. The first is to transform the investment resource from single government investment into multiple investment focused on government; The second is to propose "two proportion" and "three increase"; The third is to transform the financial investment from the whole into the key; The forth is to put forward to carry out the fund system.Elements that influenced the effective implementation of higher education investment policy are the following: (1)policy subjective, including the individual and organization who implement the policy; (2) policy objective, including policy problems and policy colony; (3) policy environment, including politics, economics, culture and education; (4)policy itself, including whether the policy is scientific, operated, co-ordinate, equitable, and democratic or not.Influenced by types of elements, higher education investment policy still encounter the following problems in the course of implementation: (1) Multiple investment has been formed, but the structure in investment is biased; (2)Government investment intend to be on a small scale; (3)Direction of government investment is narrow; (4)The fund-allocated way is over stiff, but is lack of flexibility.For the implementation system of higher education investment policy in the future, the several personal suggestions are put forward from the perspective of policy subjective, policy objective, policy environment and the policy itself.
