| Higher adult education,consisting of certificate and non-certificate education,is specialized education on the basis of secondary education targeted at adults. It comprises three main levels:associate degree,bachelor's degree and postgraduate education. The adult education in regular universities and institutes is varied in forms:correspondence education,evening college,off-the-job certificate education,self-study higher education(with teacher-aided classes for bachelor's or associate degree),mid-career training and further education. Among them,correspondence education,evening college,off-the-job education and self-study higher education fall into the category of certificate education,through which students can obtain certificates acknowledged by the country;mid-career training and further education fall into the category of non-certificate education,through which students can get technical credentials or professional training certificates. Adult education in regular universities and institutes fufills two main functions of training people and serving society,noticeably characterized by the diversity of education targets. The higher education in our country faces good opportunity of development. Firstly,the enforcement of the strategy "revitalization of the country through science and education"will enhance the development of the adult education.The 16th ccp National People's Congress also put forward the goal of establishing study-oriented society. Secondly,the surge of knowledge economy provides space of extention for the adult education in regular universities and institutes. Thirdly,the establishment and development of the socialistic market economy system open up new sources of adult students. However,the adult education in China still faces challenge:the positions of the adult education management being not clear,not attaching enough significance to the non-certificate education,the quality of adult education administration being decreasing,and the backwardness in the teaching management mode.I myself put forward several suggestions regarding the reform of the adult education mangement mode.The most important is to create conditions of enforcing credit system and reform the traditional and routine teaching methods. The above mentioned disadvantages and problems in adult education management is attributable to the problems in the national administration system. The America adult education is more developed and its management system is characteristic. The US government attaches importance to the educational legislation and capital invested in education. The management mechanism there do not overlap and branches of administration coordinate and cooperate quite well,which in turn stimulates the initiative of local academic institutes. The difference between the US and the Chinese adult education management system lies in that the Chinese one is that of centralization whereas the American one is that of decentralization. The foundation of the us and the Chinese adult education management system is different ,too:in the USA,mainly by laws;whereas in China,by government decrees. Besides,the degree to which the US and the chinese academic groups get involved in the adult education mangement is different. With the development of the time,the disadvantages of the management system in our country are becoming more and more obvious. The high centralization of powers leads to inflexibility and holds back the initiative of local academic institutes.The disorderly delegation of powers to lower levels leads to the chaos in adult education management and can't ensure the quality of education. Moreover,the legislation of adult education is not sound enough,which results in the lack of foundation in administrative management. Therefore,the adult education management system should develop towards variety,aiming at efficiency instead of the pure mangement ;Government should delegate its powers to lower levels on a proper scale in order to take good control of the fields at hand;we should bring into...
