The policy of opening up in China has brought the country many deep-level changes in aspects including the economy, politics and culture, these changes naturally bring about changes in moral education. that reflect the socio-political relations. How moral education will adjust to the new changes brought about by opening up, the new demands, is a new question for the age. Our country is a multi-ethnic, united socialist nation. Each ethnic group through its long history of development has produced its own ethnic culture and essence. Owing to the fact that the large part of the country's ethnic minorities tend to live in far-flung regions with a backwards production methods, a difficult transport situation, an under-developed economy, a lack of commercial awareness and the widespread belief in religious superstition, from a morals and ethics standpoint, there tend to be fairly strong ethnic influences and characteristics. Hulunbeier in Inner Mongolia is the main area ofMongol residence and most of the herding district middle schools usethe Mongolian language in class with the teaching facilities, environment and teachers' qualifications along with the students cultural level compared to a progressive ethnic group, are all relatively poor.This essay, starting from the point of the current situation of moral education in middle schools, places emphasis on the analysis of thespecial characteristics of moral education in the herding district middle schools of Hulunbeier in Inner Mongolia, the areas where stagnation or a lack of harmony are evident, the reforms in work and aspects of originality, suggesting that moral education must directly confront social reality, directly confront the reality of economic and social development in the areas under question and how, in the process of moral education, while promoting the guiding nature, ethnic nature and district nature of moral education, simultaneously must actively and progressively reform the content, style and methods of moral education.Since the policy of opening up, the establishment of Hulunbeier herding district's moral education in schools has achieved some relatively good results: 1 , Pursued the socialist direction in moral education, emphasizing the main theme as education; 2, A certain degree of transformation and innovation in the targets, content, style and methods of moral education; 3, Moral education has walked a path from closed to open practice. However, the situation in Hulunbeier herding district schools' moral education still has several problems: 1 A lack of theory for moral education; 2 A lack of pragmatism; 3 Methods are lack diversity; 4 A lack of workers possessing qualities both in terms of morality and ability; 5 A lack of innovation; 6 An inadequate utilizing of the social resources available to moral education. Based on the above ?issues, this essay suggests the following policies: 1 Must set up a newtheoretical base for moral education; 2, Moral education work in schools should be innovative and transformative; 3, Must improve the cultural level of the workers involved with moral education.The concepts put forward by this essay have significance in terms of guidance for both Hulunbeier herding district schools at the present time and moral education in ethnic minority schools as a whole.
