China's higher education is now facing a great challenge. The dilemma of our country's reality of "Poverty, while great demand of higher education " pushes us into an age of ever-deepening reform on education system. After analy sizing the character of education, reviewing the private higher education in modern western countries, and elaborating the development of the private higher education in modern China, the thesis reached us a conclusion that the government plays an important role in this process, supported by the Governance Theory, New Public Administration and the Education Property Theory. Then, taking the development of private higher education in Suzhou as a case, the thesis elaborates the government's role and responsibility in this field. Finally, on the basis of the preceding theoretical analysis and the practical research, it comes to some macro conclusions and offers several pieces of responding suggestions.
