Non-government organizations are very important parts in modern education managing system. Developed countries acquire a lot of good experience and effects in optimizing non-government organization and its involving mechanism, making it take a key role in private college development. In most provinces of China, we have established local private education associations, a kind of non-government organizations that attract more public attention and show their effectiveness step by step.By investigating the Shanghai private higher education association, the author gets some ideas about the position, roles and its working mechanism in shanghai private higher education development. Taking it as an example, the author tries to indicate the ecology of non-government organization in private higher education by analyzing the related non-government theories and then to further analyze its positive roles in the development of private higher education by merging foreign experience. Based on the above-mentioned, the author finally puts forward some suggestions on the sound development of non-government organization in private higher education.At present, China's private higher education associations also further the development of the exploration. With the theoretical sense, compared to the non-governmental organizations, they still exist in many places imperfect. However, from the case studies we can also see that the private higher education management system with the pace of reform of the road, these non-governmental organizations are gradually started to change and start to play a coordinating services, the impact of the decision-making functions, with a strong government background is necessary to their survival and development. in line with China' s national conditions, these NGO also play a positive role in practical work.The establishment and development of China's non-governmental organizations is inseparable from the Government' s positive guidance and funding, can not be separated from the community and the various private universities. With the active participation and support, the government and the community should actively create a suitable environment to private higher education associations. In the development of a favorable external environment, existing higher education non-governmental organizations also should grasp the opportunity to continue learning and to strengthen their own capacity-building basis to enhance their professionalism and credibility, and establish a sound operational mechanism, and really do a good job for private universities, thereby promoting the development of private higher education.
