Traditional moral education of Chinese tertiary institution is accustomed to have normative education to university students from ideological and political work, disregarding for research on moral psychology which is important for formation of individuals' moral traits. Moral psychology, which is dynastic factors for university students' moral action, controls and reconciles individuals' moral life. Therefore, based on status of moral education of Chinese tertiary institution, research on moral psychology provides a new way of thinking to improve its actual effect.Moral mental process and moral mental characteristics of individual constitute integral inner metal structure. Affected by their own mental conflict and defect of school moral education, university students' moral psychology have cognitive and emotional handicap. Based on this, the paper threw out reconciling ways to moral psychology handicap, and pointed out that improving actual effect of moral education lies in bringing up university students' healthy moral psychology. For that, it must have life education, collective education and personal education, exploring ways to bring up university students' moral psychology from the sight of moral mental process, improving its environment. Thus the healthy and vigorous constituent is expected to add to moral education.
