As a matter of fact, social public opinion occurs around us everywhere and all the time. It is closely linked with every one of us, who is not only likely to be its subject at any moment to promote himself, but also likely to be restricted as its object. It has such extensive range of adjustment, mighty length, and profound influence that even laws sometimes cannot compare favorably with it.Not all social public opinion acting on the society can bring about positive social effects, though. Only when social public opinion is guided by correct theories, can it produce get-up-and-go effects, but not all adjustment to and control over social public opinion is proper. Firstly, based on the research fruits of social public opinion home and abroad, it re-defines the concept of social public opinion, and analyzes its various essential characteristics. Secondly, from as many points of view as possible, it categorizes social public opinion most detailedly up to now. Thirdly, it expounds the social functions and value of social public opinion. Finally, it expatiates on the laws of movement of social public opinion, including its occurrence, formation, and tendencies of its evolvement. On the other hand, on the basis of the above theoretical analysis and from the practical and applied angle of view, the dissertation puts forward some principles of adjustment to and control over social public opinion, and brings forward and elaborates some basic approaches and main methods of adjustment to and control over social public opinion, by using the dual taxonomy combining the macro-medium-micro level taxonomy with hard-and-soft qualitative taxonomy.
