| As country economy covers most of China terrain and large population, it plays a very important role in national economic development. With the open-door policy, Chinese economy has achieved a rapid progress. But country economy remains undeveloped, Urban-country 2-factor economic structure has conflicted seriously. There are too many factors which affect and many points to study country economy. This thesis pays much attention to study country economy from the point of country social system, analyze the influences of country social system by the theory of social system changes and innovation and newly points out that country social system innovation is the effective way to promote country economy. Chinese country social system undergoes a series of changes historically, for example, land system comes through the phrases of privately-owning, cooperation and family-production-contract, country population and labor system is changed into separately-production from collectively-arrangement. Country social system changes are both spontaneously and inductive. The interest principal part of such changes is very certain. Some of such changes are active to the country economy developments, but the country social system is lagged behind and can not adapt to the quick developments of country economy as a whole. In the field of land using system, the land management are decentralized and can not exert the highest efficiency. Country population and Labor market are not organized and socialized absolutely. Social ensure system is lagged behind, most of the counties dose not establish such system. Educational system is not adapt to country economy development either. As to speed up country economy development, every social system innovation is very necessary. Firstly, the principle of "all aspects are to be cared of, some of them can be considered preferentially" shall be followed. Country economy should be put in the whole circle of national economy. Urban-country development shall be balanced in system supply. Production factors flowing channel and fair competition circumstances shall be established. Efficiency is preferential while being fair in peasant distribution system. Secondly, "Path Relying-on" and reform cost shall be reduced during the system changes. Contradictive factors shall be sufficiently considered, especially the conflicts between systematic and non-systematic factors in order to reduce the reform costs. Thirdly, exterioty, application and successivity shall be paid much attention during the system innovation. The key points are to innovate the economic, land, country population, social ensure and educational system as to quicken the country economy development. Owning system is the key issue of economic system, i.e., we shall encourage the private-owned economy while many owning model are simultaneously existing. In income distribution system, each personnel is the principle and rich together is the aim. Middle-income ratio shall be raised and low-income ratio shall be lowered down. Main method is to raise peasant's income level, reduce the income gap between urban and country districts and income shall be distributed according to the labor pay out while being fair. Country economy form innovation shall be realized. Classic agriculture economy shall be broken. Country industralization and citilized shall be speeded up and peasant can be promoted to operate separately. County-government's authorities can be enlarged and thinking conception of the peasants shall be changed. In the field of land system innovation, in precondition of ensuring the safe corn production, land collectively-management shall be promoted and land production efficiency shall be raised. The land can be sorted into many functions and managed according to its nature and such way is active to promote the industrialition and collectivity of country production.
