This paper studies the compensation problem of primary school in the city, attempt to discuss the compensation form and distribution way, to find out a kind of method of effecting merit pay. Full text with the compensation system of our country of primary school in the city for clue, close tight its present situation, overall using national and international reward theoretical and various methods, try to reference the income distribution method that enterprise uses frequently ?salary count rule to solve reward problem of our country of primary school in the city . This paper is composed of five parts:In the first part ,the present situation is analysed on the reward policy and structure, elaborating reward definite principle and the related theoretical basis of research. Now, the salary of the primary school in the city is composed of wages and bonus and welfare , and each have own policy; the current reward policy have some desirable places, but really, it is hard to surmount existent abuse: One is position change, salary is nearly impossible to followo Second is merit pay with no relation ; Third is pay gap in reduce; Fourth is to reduce the power o f school. Especially merit pay with no effect, cause a lot of benifit problems , is urgent need to have a kind of new distribution m echanism to promote school efficiency.One theory is Equity Theory,.Another is Incentive Theory.On the foundation of these theory, merit principle, fair principle ,utilitarian principle and historic principle. Secondly , studies the work foundation of design. Deciding hillock is establish one of foundations , another is salary count, from salary, count to determine the pay base of staff work , consider on the foundation of base that check grade determines staff work pay finally, its advantage is effect merit pay, embodying the quality and the quantity of staff work, than current reward design method .Third utilizes salary count to carry out detailed design. Wages design contain the definite,In bonus design divide into bonus for the end of the year award and especially project bonus 2 kinds, in which, only award in the end of the year with salary count to be related; Welfare also divides into 2 kinds of welfare, in which have only school from set up welfare and salary count to be related.Fourth selects no sample school partially to carry out really certificate research. For one, No sample school carries out salary count to apply mechanically, a small number of people count to carry out correction, with maintenance relatively fair.Fifth analyses the external policy needed by system reform. One is personnel department wages examine and approve right transering , people inviting system carrying out , professional technology holding a qualification and post. Second is finance policy.Wages is limited to each teacher, it is financial to allocate funds according to students.
