Rural compulsory education is an important part of national basic educationquality of rural compulsory education to some extent influence on the overall situationof reform and development of basic education in our country,the development of ruralcompulsory education is the key to build a sufficient number, full of vitality, qualityexcellent teachers. But in terms of the present situation, the overall quality of thecontingent of teachers in rural areas in China is low, the excellent teacher outflowphenomenon is serious, post unattractive rural teachers, talented people is difficult tointroduce. The cause of the above problems are various, but the most important thingis the rural teachers’ wages material benefits on the low side, compared with urbanteachers, especially in a very difficult situation. In recent years, countries also haveissued some policies, strengthened the tilt support on rural teachers. However, ruralteachers’ salary welfare still poor and it restricts the development of rural compulsoryeducation. Therefore, in order to solve the salary of teachers in rural welfare hasbecome an imminent problem, at the same time is also a focus in the study of ruraleducation problem. This paper will be divided into five parts:The first part: mainly introduced the research background, expounds thetheoretical and practical significance of study, and analyzes on the research status ofrural compulsory education teachers’ salary welfare, determine the research ideas andresearch methods of this article.The second part: mainly includes the core concepts and theoretical basis. First ofall, introduced the rural teachers, teachers’ salaries and benefits and related coreconcepts. Secondly, illustrates the theoretical basis of this paper, the human capitaltheory, education equity theory and hierarchy of needs theory research of basic theorysupport.The third part: the main content includes the investigation of the design andimplementation, data and problem analysis and the analysis of the research conclusion.First, this paper introduces the design of the survey purpose, content, and survey toolsand objects, also illustrates the research data processing and analysis tools. Thesecond part illustrates the key research of this thesis, namely data and problemanalysis: teachers’ wage gap between urban and rural areas; Two major problems ofthe difference of urban and rural teachers’ welfare. Finally, this paper introduces theresearch conclusion of this paper. The fourth part: based on the analysis of the third part, find out the root cause ofthe problem, the local finance ability is poor, the lack of compulsory educationinvestment; The policy itself and execution on the existing problems; System ofcompulsory education teacher performance pay the lack of rigid constraints and thesafeguard mechanism; Welfare related laws and regulations is not clear; Lack of lawsand regulations to perfect the supervision mechanism affects the rural teachers’salaries and the causes behind the lower welfare.The fifth part: based on the reality and the reason of lower wages materialbenefits of teachers in rural, put forward the feasibility of positive measures to solvethe problem, mainly includes the establishment "provincial" financial support; Theimplementation of the rural teacher performance salary system; Set up a rural teacherhousing fund funds; Unified urban and rural teachers allowance subsidy program,increasing the teacher in charge allowance limit; To strengthen the implementation oflaws and regulations and supervision, etc.
