To benefit the planning and administration in Beijing, this paper, based on the Statistical Report of the Floating Population in Beijing 1997,2001,2002,2003 and Beijing Statistical Yearbook 1998-2004, analyzes the trend of the changes of floating population distribution in Beijing in the latter half of 1990s, and analyzes the main factors influencing the distribution trend of floating population in urban areas. In view of this analysis the paper predict the amount of floating population during the National "Eleventh Five-Year Plan", and a feasible plan for the suitable distribution of the floating population in the city is proposed. What the paper accomplishes including:(1) Analyzes the district attraction. Based on a series of enticements to attract floating population assessment indexes, undertook the in-depth analysis of concrete evidence and data gathering from 10 different cities in Beijing, and the data are analyzed by using the principle component analysis.(2) The factors influencing the floating population's tendency to choice migrated district. Based on the data from the peasant migrant survey, this paper tests some factors which might influence the peasant migrant's(3) The available data of floating population in Beijing is characterized by its small amount and discontinuous. In view of this situation, the paper predict the amount of floating population in Beijing during the National "Eleventh Five-Year Plan" with the aid of isodimensionally fill-vacancies-in-the-proper-order gray theory, then test and analyze the rationality and deficiencies of predicted results. As above practice demonstrates, a feasible plan for the suitable distribution of the floating population in the city is proposed...
