At the Sixteenth Central Committee of the Communist Party of China, the goal to build a well-off society in an all-round way in the first 20 years in the 21st century was established. To accomplish this goal actually involves the establishment of the object of population development. Therefore, to successfully settle the issues of China's population management in the first 20 years in the 21st century is not only the key to ensuring the development of China's population and economy in a harmonious way but also one of the prerequisites to the successful building of a well-off society in 2020. Population issues are an crucial problem China has to face in the course of building a well-off society in an all-round way, and population is a key factor restricting China's economic and social development. In the documenmt entiltled"Decisions on the enforcement of population and family planning work to stablize the low birth rate in China", the Central Committee of the Communist Party of China established the short- and long-term strategic goals to develop China's population and family planning in the 21st century: to ensure the population of China's mainland to be not more than 1.4 billion in 2010 and not more than 1.6 billion in 2050, to stabilize the low birth rate, and to improve the quality of population.The population issues arising in the process of building a well-off society are multifarious, including population economy, population society, population ecology, and population safety. In this dissertation only ten of the various population issues are listed and fall into three major categories. The first category includes the subject factors of population and its principal functional department is the population and family planning organization, like the gross population, the stabilization of the low birth rate and the sex ratio of birth, and the management of population and family planning. The second category includes the structure factors of population and its major functional department is the labor security organization and the system of the culture, education, and publicity. The last category includes the safety factors of population and its principal functional departments are the organization of environmental protection, the agricultural department, and the shared responsibility of the whole society such as the harmonious development of the population resources and the environment, the solution of the problems of the population living in poverty, and the population safety.This dissertation aims to contribute some consultations and theoretical foundations to the decisions to be made by the government's population and family planning organizations by exploring, analyzing and providing solutions to the problems of population management. It brings forth the ten population issues faced in the course of building a well-off society, analyzes and examines the history and features of China's population development, and focuses on several problems which should be and also could be solved by the population and family planning organizations. The first problem is the continuous rise of the sex ratio of birth, the second is the population management and the family planning of and the service for the floating population, and the third is the prediction of the gross population and policy discussion. This dissertation also reports the findings of an emperical study on the floating population of Nantong city and Kunshan city of Jiangsu Province and that of Wenzhou city of Zhejiang Province.
