Insufficiency of educational investment is an international problem, which also exists in our country especially in rural area. And it worsens and becomes so serious that the society pays much attention to it now because of the advance of rural tax-fee reform. However, the publication of the education system of focusing on the layer of county government makes the old system of investment of educational fee change totally in 2001. The upgrade of management center of compulsory education management brings us a hope that resolves the finance problem of rural compulsory education. But in practice, there are still some difficulties in compulsory education of rural area with the implementation of the education system of focusing on the layer of county government. Therefore, It is necessary to conduct series researches on situation of the investment in compulsory education in rural area and re-examine the education system of focusing on the layer of county government.This study is a truism research in a comparative overview. Both qualitative methodology paradigm and Inference Statistical Analysis are contributed to the process of the whole study. Especially, it is a corresponding compare and analysis on rural education confronted with investment difficulty and the amount and configuration of the funds of their income and expenses in rural schools for two districts from rural fee-tax reform and up to date. Moreover, the author put forward corresponding countermeasures and suggestions.This paper is composed of four parts:In the first part, based on reviewing the history of the system to the education investment since 1949, the author has discussed theoretical base about the investment of the education funds in China, analyzed the basic structure about compulsory education investment in rural areas at present, and aimed at inspecting and grasping the investment of the education funds in two directions between theory and practice.The basic things about the investment of the educational funds selected out two samples have been compared and analyzed in the second part .The incomeand expenses of the education funds in schools, (e.g. The amount and the structure of the income and expenses) about the two samples have been showed clearly, which can give us a quantitative understanding about the differences on the concrete practice of the investment of the educational funds .In the third part, corresponding countermeasures and suggestions have been put forward in accordance with the conclusions studied and problems found in part II. Moreover, my own study conclusions have been reached in this part.In the last part, the author retrospects and considers the whole study deeply, pointing out its deficiency and discussing what can be done worthily on this subject in the future.
