| The "County -level" Administration Mechanism for compulsory education in rural areas has been implemented since the enforcement of State Council Issues Decision of Basic Education Reform and Development made in May 29th, 2001. From the factual implementation, we can see that the situation about teacher's miscarriage has been improved, but there are many other problems. This paper indicates that the root of investment deficiency in rural compulsory education lies in the shortcoming of compulsory education investment mechanism in rural areas. It is a radical act to reform the mechanism and to intervene the system for breaking the two relative isolated and closed education investment system. In the long run, the "County -level" Administration Mechanism can't radically change the low-lying center of the rural compulsory education investment, and can't provide reliable institutional guarantee and auspice for rural compulsory education. On the one hand, many mid and western counties' financial competence are too weak to take on the important task of the compulsory education investment; on the other hand, it is improper to implement one mechanism for such a wider and diversified country. Therefore, it is a realistic choice to build up a respective and classified mechanism—multi-type and multiple compulsory education investment mechanism. That is to say, breaking the provincial bourn and make county become the basic unit, each county can choose different mode to suit its financial level. Based on spot investigation, this paper tries to carry out integration between comparative study and native study, multiple subject study and self subject study, and by investigation and case study, natural observation and interview, quantity analysis and quality discussion, and so on, we discuss some microcosmic problems of compulsory education administration system and investment assurance mechanism in rural areas.The main body of this paper contains five parts.Part 1: Based on the investgation of cases, display the real situation and problems of the "County -level" Administration Mechanism for compulsory education in rural areas.Part 2: Analyze the finance management mechanism reason of investment deficiency in rural compulsory education in detail.Part 3: Analyze the financing mode mechanism reason of investment deficiency in rural compulsory education deeply.Part 4: Discuss the international experience of compulsory education investment.Part 5: From a balanced view among counties, conceive the basic rules and whole visualization of constructing the investment mechanism for compulsory education in rural areas. |
