The new version of the "People's Republic of China Compulsory Education Law" officially promulgated on June 29, 2006. This is an important milestone in the history of educational development of China, and will have a profound long-term positive influence on the development of China's compulsory education in rural areas. An important part of the new "Compulsory Education Law" is the establishment of a mechanism to ensure funding for compulsory education, especially for compulsory education in rural areas on the mechanism to ensure funding. The thesis was made in Binhai County, Yancheng City, Jiangsu province as an example to investigate on implemented condition of the mechanism to ensure funding for rural compulsory education. The survey results showed that Binhai obtain better implantation on the protection of the provisions of the new "Compulsory Education Law". Funding for compulsory education has been significantly increased. The government has gradually raised public funding of students in compulsory education and obviously improved on their conditions of schooling. The development of compulsory education present balanced trend. At the same time, the field survey showed that the new "Law on Compulsory Education" in rural areas has carried out to ensure funding for compulsory education in rural areas, but the situation was not still entirely as desired. The work is a basic to ensure funding for rural compulsory education. It is not enough, such as the minimum funding guarantees, the scope of protection, intensity and the level of protection, so it will be remained to be further improved. It always has serious difficulties for funds just like this in the development of rural primary and secondary schools. There are still more serious funding difficulties, many schools also puzzled by debt, such as construction.In order to further improve the mechanism to ensure funding for rural compulsory education, the paper proposes: Firstly, establish a rational mechanism for distribution, including expenditures into provincial government budgets and carrying out systematically according to areas, categories, items and phases. Secondly, accelerate the process of urbanization and promote progress in modernization of rural education. Thirdly, adjust or set standard for operating expenses for public use in rural primary and secondary school. Forth, open up more channels and raise funds from multiple sources. Fifth, consummate the system of the countryside compulsory education investment supervising inspection impels the countryside compulsory education funds safeguard mechanism and enhance the quality of school.
