In recent years, many countries around the world have increased the emphasis oncompulsory education; all countries have gradually realized the importance of talent.China also began to compulsory education as the center of gravity of thesocio-economic development, and to promote the development of China’s educationthrough the development of compulsory education policy, these cases are ofcompulsory education has great significance for national development as well as thenational economy and the people’s livelihood. In recent years, China’s centralgovernment has begun to realize that the adverse effects of unbalanced socialdevelopment of rural education. In this regard, the state has implemented the "threerural" policy to promote the rural rapid socio-economic development, rural educationbecome the core content of this work. There are three characteristics of compulsoryeducation, mandatory, public welfare and unity. These three characteristics of primaryschool students must be accepted in accordance with the provisions related to thedegree of education. Our country’s rural compulsory primary education investmentsystem is an operating system and system for rural compulsory education investmentmobilization and use of funding for rural compulsory education in China and so on tomake more detailed provisions. Compulsory education funding usually comes from thegovernment’s public investment, the government’s public investment is an absoluteguarantee of funds for compulsory education. The significance of government publicfunding commitments compulsory education investment is the redistribution of publicresources by the government, can be excluded for various reasons constraints andinterference of compulsory education. Over the years, China has the world’s totalnumber of students up to the huge scale of education system, our public educationfunding is lower than the world average level of long-term, to invest in the funding ofcompulsory education is low, the national government is investing enough has becomeobligations investment in education system, the most serious problem. As an importantpart of the educational resources----compulsory education investment in tertiaryeducation, how to get a reasonable investment in education is an important issue ofconcern. Some scholars have pointed out that, in the allocation of investment in tertiaryeducation, the first should be to ensure the proportion of investment in compulsoryeducation. However, in our long-term focus of investment in education in. higher education, the most fundamental primary education (compulsoryeducation) tend to ignore the development of compulsory education did not have asolid foundation. With the deepening of the investment system of compulsoryeducation in rural primary schools, compulsory education in rural areas of Chongqinghas made greater achievements. In this paper,the status of the compulsory education inChina’s Chongqing rural primary investment analysis to identify effective powerfulway to promote development. In order to be able to find space for development in thefierce competition personnel training is the key. The development of rural compulsoryeducation has always been an issue of great concern to the Chongqing MunicipalPeople’s Government and people. Chongqing compulsory education in rural areas isthe availability of long-term development, the key lies in whether there is a reasonablerural compulsory education finance system.
