Social studies is a curriculum to let children know the society and to cultivate citizenship. In the process of on-going curriculum reform, new idea on teaching materials is key to implement the new philosophy of curriculum. However, the short history of social studies curriculum and the lack of the theories of curriculum standard and textbook compiling increase difficulty of the practice.This dissertation researches into the expert-oriented theme development. It is composed of three parts:Chapter 1 traces back the original theory sources in American, Japanese and Chinese social studies curriculum to know the property, target and contents structures of the curriculum. According to the definition of teaching material, textbook and the development of theme, it surveys the character, function and potions of textbook again. Based on these works, it then focus on how to compile the textbook with a new viewpoint.Chapter 2 takes the theme of "need" as an example to illustrate the methods for the development of theme in the textbook. Firstly, It researches the reality of the "need" to make sure the educational meaning of it. Secondly, It comments on the theme of "need" in American social studies textbook. Finally, according to the new curriculum philosophy and curriculum standard, it designs a unit about the "need" with Chinese Characteristics.Chapter 3 uses the theme of "need" to illustrate the viewpoints and methods on the development of theme. Meanwhile, on the base of reviewing and reflecting the theme, it makes a summary of revelation about the development of theme.
