Since 1990s, social welfare and service function has begun to be peeled from state own with continuous deepening of market economy and economic restructuring in the cities. Naturally Neighborhood Residents' Committee (NRC) and Community Office assume some parts of social welfare and service function. But the traditional community organization is unable to take on these responsibilities because of their supplementary function in planned economy. On the other hand, NRC, a mass autonomy organization, is inclined to administrative management. In order to resolve these problems, we must reform and innovate community organizational governance. The paper focuses on the innovation of community organizational governance at city's basic level in China and attempts to redefine the relationship and power distribution between NRC and Community Office.The paper reveals the disadvantages of bureaucratic governance through analyzing the historical development of community organization.
