To achieve this aim, we must faces on school physical education not only in the city, but also in the countryside. The goal that' the focal point of school physical education work should be transformed into countryside and other districts is definitely pointed out in the file-developing vigorously act plan facing 21" century education, which is worked out by ministry of Education of the state. School Physical education is the base of all the citizens' physical education; the strategic focus of the state physical education course' development, the important constituent part of nationals' education, and it takes on the vital mission of developing students' physical education qualities. The main aim of education is to meet the requirement of the future and cultivate persons of talent of whole qualities. Nowadays, quality education is vigorously advocated and practiced, and practiced, and then, as for school P.E, particularly school education in countryside plays a very important role in quality education. Do the sports work of rural school well conscientiously, make student obtain sports and healthy basic theories knowledge, grasp certain technical performance, learn method that science take exercises, get used to doing exercises all the life, to promote student health and psychological health, raise ability to adapt to society have far-reaching meanings.This passage, using documents investigation and research method, questionnaire method, systematic analysis method and mathematics and physics statistics method and such method, investigated and analyses the situation of the junior middle school P.Eteaching's state, P.E funds, grounds and faulted' state, P.E teachers' state and P.E state after class. The result indicated: First, the practice state of the teaching program of RE and Health middle schools of Shaanxi countryside is no good. There are 36.63% schools can practice P.E and health teaching program and the rate of schools in Guanzhong is higher than in southern and Northern Shaanxi. There are 53.49% school teachers have teaching plan, and 75.00% teachers have lesson plan. But the plop oration of according to Teaching plan and lesson plan. There are 2/3 PE teachers could organize class teaching formally. There are 83.72% schools arrange two lesson is less and the content is not enough. Second, P.E funds and grounds facilities and other materials are short. Each student' annual fund is absolutely low and it is higher in Guanzhong than in Southern and Northern Shaanxi. P.E fund comes form school itself. Running grounds area in Southern Shaanxi and mist running grounds are also used as basketball volleyball and football grounds. The schools of P.E item equipment of all reaching a standard are little and this passage analyses the cause. Schoolteacher's salary can't be treated equally and schools don't provide teachers with reward they should get. The consciousness of science research of P.E teachers is inferior and the amount of published essays is less.
