The teachers' network literacy is the new concept getting out of wide application of the network technology, and it is an important component of teachers' information literacy, which is very significant in both theory and practice for the study on teachers' network literacy. Speaking from the theory aspect, further investigation of the teachers' network literacy can enrich teachers' information literacy and offer more theoretical foundations for training and improving teachers' information literacy. In the aspect of the practice, it is good for realizing the national informationization and for promoting the teaching mode reform. With the fast development of the informationization of basic education of our country, the cultivation of teachers' network literacy in the middle and primary schools has already been the task of top priority. On the basis of the concept of the teachers' network literacy combined questionnaire investigation and practice of interview, the thesis carries on the research of the current teachers' network of literacy situation and cultivation tactics. The thesis divides into three parts: The first part has defined the concept of the teachers' network literacy. First it has defined the concept and intension of the network literacy, secondly the paper carries on deep analysis to the relation between the network literacy and the information literacy insisting that the network literacy is a key component of the information literacy. At last it carries on the discussion to the intension, the structure system and the characteristic of teachers' network literacy with the opinion that the teachers' network literacy is the synthesis on the basis of the knowledge of the certain network which contacts to network consciously, and using network to go on with one's own teaching and research correlated with discipline in accordance with the rule of the network at the same time. Its intension includes four respects: the network knowledge, the network consciousness, the network morals and the network ability. The network knowledge is the foundation, the network consciousness is ensured by motive force, the network morals are promise and the network ability is the core in the structure system of intension. The characteristic of the teachers' network literacy is profession, development, level and merging. The second part has investigated and analyzed the current situation of teachers' network literacy in the middle and primary schools. The research investigates some middle and primary schools in Henan on the reality of the teachers' network literacy, adopting 11.0 SPSS for Windows to analyzing and processing the materials. The result shows that the network literacy of the teachers in the middle and primary schools is in an unbalanced state and wholly on the low level. Most teachers possess basic network knowledge and consciousness of better networks and network morals, but have less ability of the network which is the key part of the literacy of the network, especially the teaching ability of the network and network-recreate ability, so we can see the teachers' network literacy is at basic stage and wants urgently training and development. Above all, the author believes that the most important reason for the teachers' network literacy on the low level is the insufficient network environment support, and the weakness of the teachers' on-the-job training. The third part has expounded the fact of training teachers' network literacy tactics in the middle and primary schools. It includes: firstly, to improve the network environment of middle and primary schools. Secondly, we should improve course contents and teaching ways before the teachers' duty. In order to train the teachers' network literacy better we should set up with correlated curriculum contents of the network literacy and utilize the network resources of the school to implement network teaching; thirdly, it is greatly significant to set up the teachers' network literacy on-the-job training system establishing it through confirming...
