American General Education is a by-product of criticizing Specialized Education, and it is an amendment and supplement to the Specialized Education. Nowadays, GE( General Education) has been developed into a scientific and systemized course design mode from a sort of education logos, and accordingly, the assessment of GE is included in America University assessment system with the purposes of assessing students' outcomes under GE.The author analyses the background of American GE and the principles which usually guide GE, and summarizes five distinguished features of American GE: 1. In most American universities, it has undergone a process of existence to non-existence in the last twenty years; 2. It is supported by favorable super strata supervision and efficient assessment system. 3. It is based on double-level appraisal; 4. It sets down education objects in accordance with the mission of universities and the abilities modern college students are supposed to possess. 5. It employs both direct and indirect assessment mechanism, and within and off campus appraisal instruments. Additionally, it is also noted in this article that American GE is faced with many problems, take for example, two sets of value system in universities impede the development of education assessment, and the performance of assessment can not gain proper support from the schools and teachers.American GE is not identified with Quality Education in China, but these two are similar at deep level, especially, in the case of cultural and quality education, we can find lots of similarities between them. The author intends to draw lessons from American GE assessment, and utilize them in our cultural and quality education. In combination with predecessors' findings, the author puts forward five basic principles for cultural and quality education: Be guiding,be graded,be education-participant-oriented,be diversified and be independent. And it also puts forth some suggestions for the construction of activities of cultural and quality education.
