Family education is the first and the earliest education in a person's life. Parentsare the first teachers and family is the first school in a person's life. Family educationlays a foundation of an individual growth and it standardizes the orientation ofindividual development. So, family education is a foundation stone of educationalbuilding. Its achievement determines the cultivation "the modern people" and thequality of educational system. However, in recent years, it is more and more serious that the minor producesmoral problem, psychology problem, behavior problem and juvenile delinquency. Thereasons causing these phenomena are complicated, but it is the root cause that parentsdon't bear effectively the responsibility of family education and causing the lack ofresponsibility of family education to the minor. Some parents don't understand welland clearly about their responsibility of family education, even to confuse thedifferences with the responsibility of school education. They don't bear effectivelytheir responsibility of family education, but also substitute for them by certain form.They are the shift phenomena of the responsibility of family education that they wereenumerated in this thesis. These shift phenomena can produce the seriousconsequences: due to being short of parent-child education, influence the physicallyand mentally health growth of teen-agers, furthermore, produce a variety of problembehavior, even juvenile delinquency. In order to help parents clear and understand the responsibility of family educationthat they should bear during the different grown stages of the minor, to avoid blindand inefficient family education, and to prevent problem behavior of the minor, theauthor has made a systematic study about the shift phenomena of the responsibility offamily education causing the lack of responsibility of family education to the minor inthe contemporary city of Chinese, by collecting and consulting a vast amount ofcorrelative data, case investigations, case analyses and questionnaires etc. First, the writer gave a more scientific definition and annotate about concept andconnotation of responsibility of family education, on the basis of studying the theoryof family education and correlative legal articles. In theory, enrich the theoreticalconstruction of family education. Second, the writer demonstrated the effect and harm of the shift of theresponsibility of family education to the physically and mentally health growth ofminor, by analyzing the causes and backgrounds of producing the shift phenomena ofthe responsibility of family education, and a vast amount of factual basis. Last, the writer reached several scientific and reasonable conclusions, according tothe arguments of theories and facts. Furthermore, put forward some creative andoperable suggestions in policy.
