With the accelerating step of economic development and the modernization, the cities in our country get a rapid development. Between the urban and real areas, there forms a transitional zone, Rural-urban continuum. This rural-urban continuum is, due to its special geographic position, obsessed with a great number of problems, such as intricate population, intractable social issues and complicated contradictions. The urban-rural continuum is neither an equivalence to urban areas, nor a copy of rural regions, it therefore inclines to suffer the disadvantages of both urban and rural areas. In such a special context, the junior middle school education in the urban and rural continuum accordingly reflects the conflicts between the social development and reform. These conflicts are shown by junior stutents'development issues caused by the ignorance of the family education responsibility, and by junior schools'overloaded burden as a result of the responsibility of family education shift. The growth of the junior students in the urban-rural continuum area deserves people's concern, for these junior students'growth is closely related not only to their identification shift from peasant to citizen, but to the accomplishment of our country's modernization and urbanization construction.The parents'questionnaires show that families in the urban-rural continuum area are in a comparatively inferior position in terms of economic, cultural and profession aspects. The notable problems of family education are presented in these ways: people's inadequate attention to the family education, ineffective communication between parents and children, parents'ignorance of children's lives study in school, parents'tendencies to the responsibility of family education shift, inactive participation in the school activities and lack of communication with teachers. According to the students questionnaires, junior students are rather unsatisfied with parents'ignorance in their schooling and daily lives, and with the inferior quality of their family educations. It at the same time can be seen from the teachers'questionnaires that teachers and schools are suffering an overloaded burden of education due to the inadequate responsibility of parents and increasing problems related to junior students'growth.The reason for the responsibility for family education shift can be mainly summed up as follows: (1) Unbalanced concern about family economic profit and responsibility for family education. Family economic function becomes the most concerned issue for people in the urban-rural continuum areas, which therefore leads to people's inadequate concern with the family education function. Parents due to the comparatively backward family economic situation, are fettered to the long hours'work in order to support the whole family, so their time and concern with the family education can not be well guaranteed. (2) A wide bridge between parents'educational ability and children's educational need. Parents in the urban-rural continuum areas are mostly poor educated, not being able to set a good example for their children. Junior middle school students'fail to identify with their parent's role in the family result in parents'inefficiency of the supervision. (3) Dual effects of the social environment and conventional value. Affected by the corrupt social phenomenon, people in the urban-rural continuum areas ignore the value for family education. Some parents even turn blind eyes to their children's improper behavior, taking for granted that it is the teacher's responsibility for their children's education.The negative effects of the responsibility for the family education shift are presented as follows: (1) Much more risk for the students'improper behavior and the failure of the education. Inadequate parental supervision results in increasing problems of children's growth. (2) The embarrassing family social status. Children's poor quality of education in the urban-rural continuum areas restrains their chances to go the upper social class. (3) New challenges for the school education. The current educational situation and the traditionally educational function in the urban-rural continuum areas make schools unable to handle the issues related to the responsibility for the family education, which lead to the schools'failure to go with the requirement of the time change and social development. (4) Slow development of comprehensive benefit of education. Social and family's failure to take the responsibility for the education put schools in a very embarrassing position. The delay of educational development in the urban-rural continuum areas therefore widens the gap between urban and rural education.Reinforcing overall education of the family, school, community support mutually, and constructing the harmonious community of educational responsibility validity beneficial to realizing various education complementations. From the world trend of educational development, family-school cooperation, building the education system of homes, schools, communities support mutually, has become the new theme of educational development. The responsibility for the family education shift is an issue related to various social problems in the Rural-urban Continuum. In the context of national dedication to build up a harmonious society, we should be in accordance with the reality conditions of the Rural-urban Continuum and draw some useful experience of home and abroad, promoting community of educational responsibility through pilot, formation driving by stages and realization by a variety of ways. In short, we should take some effective steps to unite families, schools and communities, mobilize theirs enthusiasm to form an education efforts and shoulder the educational responsibility together.
