In network class teaching, the implementation of delivering teaching contents which accordance to student's characteristics is through the design of teaching strategy that according to the analysis of students and courses. It is a very worth while problem to do furher research on how to get teacher's teaching strategies in dynamic and put it into practice so that to enhance the flexibility of teacher's decision-making. In this paper, we start with teaching mode, take instructional design as a executive process of a series of instructional activities, do our best to analysis the main steps and taches of instructional process from teacher's point of view systematically. Through rule definition and call, system can capture teacher's instructional strategy in dynamic. Teacher can do teaching decision on experience knowledge, area knowledge and system automatic reasoning control level. Another import point is that we explore how to using the design thought of pure object-oriented to build flexible and alterable system framework, call the objects and methods of relative modules, carry out object-oriented representation of rules. Combining QuickRules.NET's rule engine, based on it's internal rete reasoning arithmetic and reasoning mechanism to achieve rule-based automatic reasoning and at the same time we don't to be worried about the quantity of rules and the complexity of rule reasoning.
