Due to the rapid development in economy and various social undertakings in our country, the project of "improving academic credentials of primary school teachers" has been brought into the agenda and carried out in many areas to meet the needs of elementary education reform in the new era after making teachers' diploma catching up normal standard. One of the focuses of school education reform is to bring up and develop a group of high-quality elementary school teaching staff with Bachelor or Master degree. What quality-oriented education really needs is to have high-quality teaching staff. It is of leading trait in theory and of guidance in practice to explore the cultivation of high-quality teachers in the process of getting higher education for those teachers as well as the advantages of high-quality teacher staff in the implementation of quality-oriented education and curricula reform.Running back over the process of improving the academic credentials of elementary school teachers from the eighties of last century, this thesis analyzes the significance of well-educated elementary teachers from different aspects such as the development trend of international education, the requirement of building the well-to-do society in an all-round way in our country, the demands of developing education in Shanghai area, the needs of running basic-level school itself and primary teachers' professional development etc. It studies the relationship between higher degree and higher quality, construes the diathesis components of high-quality elementary teachers. Taking the new basic education experimental school in Minhang district of Shanghai as a study case in particular, it probes into the practical approaches in transformation from teachers with higher degree to those with higher quality and summarizes the practical experiences of cultivating high-quality teachers in the process of enhancing educational level of elementary school teachers.
