Nowadays, with the growth of global economy and international communication, the flowage between countries also increases; it has been a major section of international exchange on economy, culture, and politics. We find out from the development history of human society that it is necessary for every nation to open the door and broaden the range of talent exchange. On the other hand, if one opens its door, the brain drain cannot be avoided because of the economical and technical differences between countries. Today, the intense competition of global talent has been urging every country— either developed country or developing country—to take active actions to attract talent and make most use of talent, the problem of brain drain and return has also been focused on.The paper starts from the history and policy of China's study abroad, and then, the thesis points out the cause, effect and problem of China's study abroad.Secondly, the thesis points out that the biggest unbalance of China's international education exchange is brain drain on the basis of analysis on international education exchange between China and US.
