In the new global marketplace,skilled human capital is considered one of the fundamental factor for sustainable economic growth and development.Fierce competition for skilled human capital between countries is the indirect result of globalization and this is led to intense labor mobility worldwide.Today in more internationalized world,China changed rapidly from isolation to open-door policy.With open-door policy,China encourages and begin to send many students abroad for advance studies.After graduation the world welcomes Chinese graduated to participate in the labour market.Chinese skilled human capital are heavily sought after because they can adapt themselves anywhere,and still among the cheapest human capital in the world.Chinese skilled human capital are steadily flowing out to fill the soaring demands abroad.If this situation were to continue,China would have to endure a shortage of professionals within the country.Approaches to offset this phenomenon have to be carried out immediately.Keep this thing in mind,this dissertation aims to add,review and empirically investigate the phenomenon of brain drain and brain gain migration in new era happened in China.This dissertation aims to explore the polices on the issue of brain drain and brain gain migration.The following questions are discussed in the dissertation.What are the motivation and determinants of brain-drain migration for Chinese Citizens who want migrate from China?What are the motivation and determinants that attract foreign talent to work and live in China?Whether the Belt and Road Initiative(BRI)can attract and retain both Chinese and international talent in the future to work and live in China?What kind of policies has the Chinese government to reduce the brain-drain migration.Through the study,the author hopes to lead the reader make better understanding of brain drain and brain gain migration and shed light on the future study on the issue of brain-drain and brain-gain migration in China and other countries.For a broader understanding of brain drain and brain gain migration and how this relates to development,the concepts of brain drain and brain-gain have been introduced.Theoretically,this dissertation offers an innovative analytical and methodological approach to assess the motivation and determinants of brain drain and brain gain migration for socio-economic reasons from China.The research makes a methodological contribution by employing different primary and secondary data collection technique,in addressing issues related brain drain and brain gain migration in China.Based on the finding of this dissertation.The main contribution are listed as follow:For empirical estimation,we employed the logistic regression estimation technique to compute and evaluate the data.The findings of this study suggest that high wages,better education,more opportunities and better lifestyle abroad are the key factors to push skilled human capital from China to other countries.While,oversease students intent to stay and to work in future in China.The results indicate that many overseas students think that wages,work environment and lifestyle in China attract them to work and stay in China after their graduation.Yet some overseas students are cynical about the limited job opportunities in China push them to move back to their home countries after their graduation.Thus,this dissertation offer comprehensive report on economic aspects of the brain drain and brain gain migration issue to get a better understanding on the implication of policies on this problem to find out some proper policy measures for developing countries and more specifically for China to cope with the phenomenon of brain-drain migration.Results from this research will be great benefit to government,planners,policy makers,business managers,and entrepreneur to better understand the benefits associated with brain-drain migration by helping to provide a set of critical success and failure factors.
