College student is the hope of our nation. To enhance and improve college student's ideological and Political education and to cultivate them into the successor and constructer of socialism with Chinese characteristics, the foundation is to develop the campus culture and the core is to build the ethical education in College. The development of College campus culture is carrying the mission to spread and accept the advanced culture. The ethical education in College is carrying the task to model the new talents who have noble virtue.The campus culture, which is referred to in this article, is college campus culture. On the construction of campus culture and ethical education at college means the construction of college campus culture and ethical education at college. This article systemically analyzed the five mainly issues, such as the basic contents of the cultural development and the ethical building in College, the interaction of the two aspects, the value in common, the fusion and methods of exploring and so on.
