"Teachers as researchers" is the requirement of education reform originating from social and economic development. It is the urgent demand and key safeguard to implement the current basic educational curriculum reform smoothly and successfully in China as well. But recently, there is many difficulties with it. Seeing that, this paper tries to investigate the topic in both concept and implementation following the main line of "what"---"why"--"how".In details, the paper includes three parts, the upsurge and implication, the reasonblity and valueness , the present situation and the tactics of "teachers as researchers". Social development and the deeper master of education bread "teachers as researchers". Teachers' research is different from experts'. It is a kind of practical, open and scientific research. The main research object of teachers' research is "how to teach, why to teach, what to teach, students and themselves". The main research type is action research and task research. Having a deeper analyse, teachers as researchers is reasonable not only from the visual angle of phychology but also of philosophy.It has much value to students, teachers and educational reform as well. But in reality, there is many difficulties with it. To overcome it, we must understand it correctly; improve teachers' research ability in variety ways; establish ensure system and perfect encourage mechanism.
