Colledge is an important stage for colledge students to form their world view and their view of life and instructors are the most direct and most efficient educational factors because they are the people with whom colledge students contact most often. The competence of an instructor can decide whether one can accomplish the job political education and students' management. Moral norm is an significant study among those factors which can affect one's competence. To study the relation between level of moral morm and competence of colledge instructors has deep influence on constructing a professional instructor team with highly competence both in theory and in practice.This study makes use of standard measure of phychological evaluation questionnaire making to work out "An Questionnaire on Moral Norm of Colledge Instructors" which shows certain validity and reliability after surveyed and revised. "The Questionnaire on Competence of Colledge Instructors" was compiled by Guqian in 2004. The coefficient of the factors in it is between 0.68 and 0.81. Its continuity coefficient is 0.9 and the relative coefficient among every factor is 0.70-0.86 while the relative coefficient of instructors' self-efficiency is 0.77 (P<0.001). After surveying 600 students with "Moral Norm Qustionnaire of Colledge Instructors" and "Competence Questionnaire of Colledge Instructors", the result shows:Moral norm of colledge instructors consists of five factors, which are moral norm of students' orientation, moral norm of job orientation, moral norm of social orientation, personal orientation and schools' orientation.Students of different schools, majors and grades have obviously different assessment to instructors' moral norm while the obvious differences don't exist in students of different sex. Whether leaders of students have obviously different assessment; the level of instructors' education have obvious effect on the assessment; the instructors' age,sex and whether it is professional have no obvious effect on the assessment.
