Our country set up high-level sports team in some universities in the middle period of the eighties of the 20th century, aiming at developing, perfecting the system of training, improve the sports level. During the last ten years, the high-level sports team of the university made gratifying progress in developing, it has injected vigor into university's sports work, has promoted the development of sport of the school, have heightened the level of university sports. But, with the development of high-level sports team of the university, how to strengthen the control over it, incentive mechanism helping elites to train and use of setting up a set of science, fully arouse the enthusiasm of athlete, excavate their biggest potentiality , strengthen their sense of duty and sense of calling, improve the sports level of the sports team, become and put the problem urgently to be solved in front of us ownly.In order to solve these problems, I start with in terms of human resources management, behaviouristics of organizing, adopt to the summary which encourages the theory mainly, and the analysis with essential characteristic to the high-level sports team of the university, solve the insufficient and diligent problem not enough of degree of commitment to the goal of sports team of high-level sports team member of the university, commitment and essential efforts of Richard E.Clark (commitment and Necessary Effort CANE) the model is applied to the sports team while encouraging, have proposed solving six basic principles that the sports team encourages the problem; Combine a basketball team sport live university finally , apply practice to theory model, have put forward the corresponding incentive measure.
