In an era of information-intensive society and knowledge-based economy, we clearly recognize that the society needs educational reform; the era needs educational reform but educational reform needs innovation of education which is embodied in its model, content, teaching means and environment. To look for its base, we should first realize the innovation of educational model.Problem-Inquiry teaching model is based on the Problem-Solving teaching mode, absorbs the teaching thought of Constructivism, adopts Inquiry Learning method, so that it is a lively teaching model. In this model, with problems as a cohesive agent and inquiring as a core, students can improve their intelligence and ability through high level thinking in a process of raising, analyzing and solving problems .At present, in our country there is more study of theory and less of practice of study about Problem-Inquiry teaching model(PITM). Even some practice only stays in the process of traditional education which make PITM can not be put into practice in some fields, such as in situation set, information collection, cooperative inquiry and etc. With the development of multi-media and web-tech, e-learning with Internet as its method provides PITM with new communication system, rich information and excellent environment. PITM on line meets the demandfor talent in Information Age and promotes students' ability in innovation and practice as well as the inquiry method changing.This paper adopts the methods of document analysis , teaching experiments , questionnaire investigation and the case of teaching , makes a attempt to construct a new web-based high school math PITM, with the characteristics of student being center, teacher being instructor, problems as a cohesive agent, taking student's voluntary inquiry as the main course and taking co-operated exploration between teachers and students as the subject. That is "creating situation— arising question— making voluntary inquiry — making co-operated exploration — making multiple evaluation". This research aims at exploring a new high school class teaching model on math, which is supposed to match student's physical and psychological health, and more important to bear the characteristics of our era. This kind of new class teaching model may integrate the modern information technology with the high school math course.
