In the new senior high school physics curriculum, scientific inquiry is of paramount importance. Inquiry-type network softwares have unique advantages to improve students'ability to do scientific inquiry. However, the existing softwares are far from satisfactory. To solve the problem, this paper pointed out the defects of the current softwares concerning the cultivation of the students'ability to do scientific inquiry. Based on the analysis of scientific inquiry and constructivism, research on the inquiry-type network softwares'topic selection and design has been carried out. The paper was concluded with a model software "cycle measurement of simple pendulum".
