Cost-sharing system of higher education is the key part of higher education reform in our country and also the main content for establishing and perfecting cur marker-oriented economy system. The implementation of cost-sharing system plays a positive role in the process developing our national economy and establishing market-oriented economy system. It has already been universally accepted by China's peasants that they have to pay certain fees if their children are to receive higher education in universities and colleges. However, how much should universities charge and whether education receivers and their families have the ability to pay these fees have always been the focus of the government, universities and education receivers. China is a big agricultural country, comparatively speaking, peasants have lower income and the majority of them are not well off. Changed from receiving higher education free of charge in the past to having fees at present, it must make more serious the economic burdens of those education receivers and their families, making an increase in the expenses of those students in universities and their families. Whether those peasants who take up the majority of our country's total population having the ability to bear their children's university fees and whether their children enjoying the equal right to receive higher education is a issue which not only matters the sustainable development of higher education and agriculture but concerns the sustainable development of the whole national economy and stability of the society. This article studies the issue of peasants bearing their children's university fees based on theories of educational economics both at home and abroad and having the current university admission fees and the economic conditions of peasants as its thread with a view of trying to solve problems in setting up rational fee-charging standard and establishing feasible subsidizing system, thus helping make children of peasants go the universities and colleges whether economically abled or disabled. The article consists of 6 parts. In the lst part, the author mainly explains the background, significance, developments both at home and abroad, overau train of thought and study methods. In the second part, after introducing how cost-sharing system of higher education is pursued and its main content, a thorough investigation and study are carried out as to tutition expenses and cost for training a university students pointing out the average standard of univrsty tuition in the whole nation at present is 4400-4500 yuan, the total expenses of a university student one year is 13000 yuan and 110000 yuan is needed in the city to bring up a child from primary school to university graduation and 70000 yuan is needed in the countryside. In the third part, the article thoroughly analyzes the economic conditions of peasants in China from their income condition, saving level ability to circulate funds and so on. Then together with analyzing the ability of peasants to bear university expenses, the article arrives at the conclusion that currently the expenses for going to universities and colleges have largely exceeded peasants'ability to bear and nearly 80% of the peasants have serious financial problems in sending their children to universities and nearly 50% of them haven't the financial ability to raise their chirdren in universities at all. At the same time, the article points out charging fees for receiving university education has had some negative effects on three agricultures and national economy and puts for ward that checking cost and setting up grant-aided system should be regarded as main ways to overcome the financial difficulties of low-in come families in sending their children to colleges. The forth part of the article mainly analyzes the cost formation of training a university student per year, introduces the formula for calculating this cost and points out ways to reduce cost and lighten the burdent of education receivers based on estimating the present training cost. In the fifth part, the author indicates grant-aided olans from our country is the key measure in solving the problem of children who are unable to afford universities and studies how to establish perfect national grant-aided loan system as well as ways to achieve perfection so that all the students with financial problems can finish their university education and graduate success fully. The last part is the conclusion for the study.
