All the officials conducting political work in institutions of higher education are one of the leading forces in conducting ideological and political education to those college students, play a leading role in ideological and political education, which is based upon the quality of those officials. In the new era, the requirements of the time, the development of the situation and the ideological changes of the college students pose high requirements upon the officials conducting political work in institutions of higher education. Therefore, in order to finely conduct ideological and political education in institutions of higher education in a new era, the key lies in the construction of a group of officials conducting political work with high quality. Nowadays, the issue that how to develop and promote the quality of those officials is not only the center that is concentrated and reflected on by those officials themselves, but also the focus of the Communist Party, the state and the management departments of ideological and political education in institutions of higher education. Furthermore, it is the key point to enhance and reinforce the ideological and political education of the college students.With an analysis and research method of combining the theory with the practice, this thesis begins with the definition of quality and quality development of the officials conducting political work in institutions of higher education, and through the exposition of the scientific connotation and function of the quality development of the officialsconducting political work, elucidates the theoretical and practical significance in enforcing the quality development of those officials, puts forward the fundamental requirements for the development. Furthermore, the author of this thesis has done some researches and analyses in regard to the problems in the existing structure of those officials, and proposes some ways and methods for the realization of the quality development of them mainly through subjective and objective perspective respectively, so as to provide some benefits for the reform and optimization of the management system, for which the management departments of ideological and political education in institutions of higher education have been groping, and for the substantiality of those who are conducting ideological and political education and concentrate on the development of their own quality, and the substantiality of the promotion of ideological and political education for the college students, providing some beneficial thoughts and methods that can be used for reference.The first part of the thesis defines the terms of quality and quality development, exposes their scientific connotation, and points out that in the new era, the quality development of the officials conducting political work in institutions of higher education is the prerequisite to ensure the widely implementation of the Communist Party's guidelines and policies, to ensure the historical continuity for the cause of the construction of socialism with Chinese characteristics, and is one of the keys to enhance and reinforce the ideological and political education of the college students.The second part of the thesis puts forth the theoretical and practical significance of study of the quality development of the officials conducting political work in institutions of higher education in a new era. The thesis holds that the quality development of the officials conducting political work in institutions of higher education is the doctrine of the whole person development theory and the scientific value of development in Marxism, and is of vital theoretical significance to develop the research about the theory of the subjects in ideological and political education. Meanwhile, it is necessary to accommodate the requirements posed by the development of the time upon the officials conducting political work in institutions of higher education, to implement the gist of the No. 16 document of the central China, to improve and enforce the substantiality of the ideologicaland political education in institutions of higher education, to promote the stability, construction and development of the officials conducting political work in institutions of higher education.The third part of the thesis makes a thorough analysis and research on the fundamental requirements that must be meet by the quality development of the officials conducting political work in institutions of higher education in a new era, which holds that the requirements should be as follows: the possession of profound theory and steady and firm communist ideals; optimal structure of knowledge and ability; fairly good moral character and way of life; fine psychological quality and healthy body; and the initiative to create and break the stereotypes in work.The fourth part of the thesis is one of the keystones of this thesis, and it analyses some causes that affect the quality development of the officials conducting political work in institutions of higher education through the analysis of some problems existed in the existing structure of the quality of those officials, such as: unsteady political and ideological cultivation, unfirm ideals and beliefs, immodernized ways of thinking, the lack of the spirit of career-loving and dedication, inadequate master of the knowledge of modern science and culture, the lack of the competence to manage, do scientific research and create in work, etc. The thesis holds that, subjectively, the causes that affect the quality development of those officials mainly lie in that they lack the recognition of the historical importance and social responsibility of the ideological and political education for the youthful college students they are shouldered, despise the systematic study of political theories and the acquaintance of the frontier of the science of ideological and political education, and neglect the life-long study and the professional development of teachers; Objectively, it is due to the limited force attached upon the continued education and training of the main body, the lack of corresponding quality supervision and guarantee system.
