The quality questions of higher education institutions established privately in our country is an important topic in the modernization progress of higher education. After more than 20 years' development, higher education established privately grows out of nothing, from infancy to maturity, has formed a certain scale and structure, also has a certain characteristic. The existence rationality and the inevitability of higher education established privately have been practiced proved, but as a new power of the modernization progress of higher education in Inner Mongolia, it starts late, the background is thin, develops quickly, to its' quality, the people have the veiled criticism. How to guaranteed and enhanced its' education quality involved overall higher education quality of our country, thus the research of the education quality of higher education institutions established privately is a valuable topic.This article has utilized the Total Quality Management theory, the partial principle of ISO9000 management thought and the higher pedagogy, the education administration study and the other related theory analyzes the organization characteristic. Starting from limiting the connotation of Inner Mongolia higher education established privately; has studied the view of Inner Mongolia education quality which higher education institutions established privately should established so far; promulgating the main problems which exists in the education quality of higher education established privately and analyzing the reasons; from the view of strengthening the management to propose a series of countermeasure measure to guarantee the education quality: (1) Proposing the internal management strategies, has constructed the education quality control internal system from three aspects. This system mainly includes: Teaching quality control system, teachers troop management system, education funds management system. (2) Establishing exterior management and the surveillance system: First, the government must strengthen the macroscopic management; Next, must set up the quality appraisal of educational evaluation facilitating employer, agency; Third, must introduce supervision of public opinion such as the the guardian and the news media. By doing this to promote the education quality.
