From Charge Free To Charging

The system of high education charges is a difficult problem and a hot issue of Education Economics , at the same time it is a kind of innovation of an education system of our country too. The setting-up of the system of education charges has solved the deficiency of education funds for our government, have played the impetus to the popularization development of higher education of our country. The charge system of higher education concerns development of higher education and the broad masses of the people's vital interests directly, pairs of view have already accepted by society. However, there are any unreasonable places in system of high education charges, with the relevant theory of the new institutional economics, theory of rational choices under interactions and economics of education, I researched into this thesis by some approaches such as historical research, comparative analyses and document analyses, qualitative analyses .The first part: Have introduced research purpose , approaches, basic thinking, and international research about tuition systemThe second part: Propose institutional meaning of the tuition system and analyze the theoretical foundation of its institution.The third part: Analyzed the course of the changes of tuition fee of our country under the theory of the new institutional economics. Use the approach, has deduced and summed up history of the high education charges of our country.
