Higher education is not compulsory. According to the related regulations, universities may charge students tuition fees in terms of a certain proportion of the costs for their higher education. In recent years, chinese universities have enlarged enrollment, while financial education funds provided by governments haven’t increased synchronously with the same amount, as a result, the actual proportion of personal contributions has been increasing steadily. At present, tuition fee standard of higher education has reached the highest level in history, which arouses strong dissatisfaction from the masses. Whether the standard is reasonable matters not only thousands of students and their families but also the social images of universities and the country, in addition, it is an important economic event and a meaningful issue.This paper aims to establish charge standard more normally on the basis of a research on formula model for tuition standard of higher education. It is divided into five parts:Part One:Introduction. This part thoroughly analyzes the background and significance of tuition fees of higher education at home, and introduces the present status at abroad, then comes up with the research thoughts.Part Two:The main factors affecting the charge standard of higher education in China. This part analyzes five factors:average cost, various aspects of bearing pressure, different economic states of residents in different regions, school types and school running level, subject categories and different specialities.Part Three:The research on average cost at universities. According to the basic requirements for undergraduate teaching evaluation of Ministry of Education, this part constructs a mathematical model for calculating average cost, then calculates the average cost by means of it.Part Four:The analysis and construction on tuition model of higher education. This part constructs a tuition pricing model which aims for the minimal total pressure coefficients, considering the ability of higher education cost of government, family and school.Part Five:The application on tuition model of higher education. This part empirically analyzes the model by means of related data, then calculates the average tuition in2007.
