The paper, based on a thorough investigation into the status quo of the retired excellent athletes' deployment, by means of a set of scientific methods, including careful study of literature concerned, questionnaire, interviews with experts, statistics, compare and contrast and logics, finds both the success and want of Fujian Province's job in this respect between the year 1994 and 2003, and offers a solution to the problem found after careful discussion and research. Here are the details of the paper, which contain four parts. (1) Background information concerning the deployment: starting from an explanation of the significance and function of the deployment while focusing on the investment in the excellent athletes and what they bring about, the first part agrees that the deployment is a beneficial use of the sports talents. (2) The second part concentrates on comparison and contrast of papers involving the deployment of the retired athletes issued both by Fujian Government and the Central Government and comes to the conclusion that papers by Fujian Government have failed to meet up to the requirements of the new century, that, being guided by the Central Government, they are out of joint with the particular need of Fujian the province, that Fujian Government does not pay due attention to the research about the athletes necessitated by the making of relevant policies, and that Fujian Government failed to make complementary clauses in accordance with new requirements. (3) The third part is a study of the current condition of the deployment. The study makes two discoveries, one is that the deployment of retired excellent athletes between 1994 and 1998 had been conducted to general satisfaction and achieved a balance between recruiting new ones and retiring the seniors. The other, however, is not so satisfying in that the balance in the previous four years has been broken: the newly recruited outnumbers the senior ones between 1998 and 2003, leading up to a series of problems, including 1) the number of retired athletes increases every year, along with the decrease of the rate of successful deployment, 2) papers issued by the government guiding the deployment were not carried out properly, 3) the papers themselves were outdated and ways of deployment are restricted, 4) the present system of the government is too old for the new situation and has many stark contradictions, 5) the retired athletes ... themselves are not quite adequate for the comprehensive requirements posed by a ever-developing society, 6) specialties of athletes don't meet the needs of the employers, 7) discrepancies of understanding of the deployment among the managing staff, the coaches and the athletes has a limiting effect, 8) the absence of a unit specialized in the deployment of the retired excellent athletes 9) the training of the athletes do not match the need of the time. (4) The fourthpart offers effective strategies dealing with the deployment. Firstly the writer learns about the present condition of the coaches and working athletes by a set of questionnaires and then offers strategies that are feasible for the time being and applicable for the time coming when new situation arises. The paper is concluded with constructive advice to the deployment of retired excellent athletes of Fujian Province.
