As China's ageing population continues to increase, life expectancy per capita continues to increase, and pressure on pension balances is enormous. The current retirement age policy is no longer suitable for the development of the social economy. Therefore, studying the laborers' retirement intention, safeguarding the public interest, and formulating a scientific and reasonable retirement age policy have become the focus of current research. This article first systematically reviews and analyzes retirement intentions and retirement policies, and then proposes a goal of achieving a balance between retirement intention and retirement policy.Secondly, through the survey data of China's laborers' retirement intention in ten provinces and cities, the characteristics of people with different career groups' willingness to retire are obtained. The empirical results show that workers in China are generally reluctant to delay retirement, and only 13% of active employees are willing to delay retirement. The government is more reluctant to delay retirement than public institutions and corporate units.Using multivariate logistic regression to analyze the retirement intention of different occupational groups,it was found that gender, age, education, number of dependents, independent income, marriage, work intensity, pension policy, and retirement life became the influencing factors of the in-service worker's retirement intention. From the perspective of occupation differences, the pension insurance policy is a common factor that affects the retirement intention of government employees, business employees, and corporate employees, but the impact is not the same. The number of dependent dependants and independent sources of income are common factors that affect the employees of public institutions and employees;gender, educational background, age, family size, marriage, work income, and work intensity are the factors that affect the differences among government employees, employees of public institutions, and employees of enterprises. Finally, based on the empirical results, the goal of retirement policy is proposed and the retirement policy and the willingness of the occupational groups to retire are balanced.
