With the development of market economy and the deepening of reform in political system, nongovernmental organizations are booming in China after the Opening-up Policy. However, it is not until recently that this phenomenon has been taken into consideration by the academic circle. Still, it has been a topic of interest for scholars at home and abroad and in these years there has been a wealth of new research in this area. With an eye to the pattern "tiny government, huge community" and the government's community construction policy, the research in this area (especially city-community nongovernmental organizations research) is most likely to become a central issue in academic circles.This paper, with reference to the literature research on this topic and the connotation of nongovernmental organization, analyzes the possible factors that may have fostered the booming of the nongovernmental organization; then, it looks into the functions it may bring on the society; later it comes to face up with the problems that may exist on the course of its development; and finally offers suggestions that may help to establish favorable community nongovernmental organizations that are compatible with the socialist market economy and democratic politics.
