With the further development of China's high-education reform, the problems over the shortage of the funds for running universities appear more severe. All the countries have been continuously exploring the new channels for raising high-education funds, carry out multi-approaches to raise funds in order to alleviate the contradiction between the further development of high education and the shortage of education funds. America is widely considered as the typical example having the multi-ways to raise high-education funds. The study employs literature-summarizing approach to make comparative analysis over sino-American high education in terms of investment levels, investment sources and investment structures, and tries to find out how many gaps exist in China's high education funds comparing with the developed countries such as America. In America, the amount of education investment is larger than China's, and their investment sources are very flexible, so there's much successful experience on raising high-education funds that we can make use of. Besides, the study gains some enlightenment from the American exploration for high-education investment channels, and puts forward some scientific and reasonable strategies and approaches combining China's practical circumstance, including: 1. Explore the main channels of financial allocation from government, use legal approaches to monitor education investment, and assure the prior development in education. 2. Perfect the mechanism of sharing the education cost, and realize the "education growing education". 3. Excavate the universities'potency and advantage, establish and perfect the cooperation mechanism which combines production and learning, and increase the income of sales and service. 4. Advocate a kind of good atmosphere making all the society care for education and encourage the social groups, enterprises of individuals to donate to the education. 5. Make use of bonds and market funds, and promote the industrial tendency of high education. 6. Accomplish the share running schools, and accelerate the high-education continuous development. 7. Try issuing education lottery to explore the new melting-funds channels. All the above views and conceptions provide the theory basis for opening up new raising-fund channels in our high education and show clearly the developing direction of our high-education investment sources in future. Therefore, in the research's view, the government investment as a major channel should be fully developed, meanwhile absorb the American advanced experience and a set of perfect multi-systems of perfect high education investment should gradually be set up.
